  5. Offer a "second tier" of service that allows drivers to charge a higher fare to ride in a purpose-built public transport vehicle.
  6. Permit drivers to charge an extra fare for three or more passengers.
  7. Permit special methods of revenue generation, e.g., advertising outside and inside, for purpose-built public transport vehicles.
  8. Provide special ranks or stands for handicapped-accessible public transport vehicles
  9. Permit owner to charge higher lease rates for public transport purpose-built public transport vehicles.
  10. Guarantee loans for purchasers of purpose-built public transport vehicles
